III annual international conference "Cross-Border Cooperation between the Russian Federation, the European Union and Norway"
(11-12 October 2007, World Ocean Museum, Kaliningrad, Russia)

The third annual international conference "Cross-Border Cooperation between the Russian Federation, the European Union and Norway" will be organized on October 11-12, 2007. It will be held in Kaliningrad region - a unique subject of the Russian North-West federal district in terms of cross-border cooperation, where external relations with neighbour countries and internal socio-economic development are closely connected. To a large extent it determines success in cross-border cooperation. Thus, within the conference special attention will be paid to the experience of Kaliningrad region in cross-border cooperation.

At the conference the cross-border cooperation will be considered from the point of view of different levels: from practical municipal - to a strategic level of the Baltic Sea region and the "Northern Dimension" as a whole.

As it is known, in 2007 the term of the Partnership and Cooperation Agreement between the Russian Federation and the European Union, signed in 1997, expires. By the summer 2007 it is supposed to have signed all documents on the European Neighborhood and Partnership Instrument 2007-2013. And at the conference the first results and prospects of this instrument, questions, which may appear, and proposals on its further, most effective implementation will be discussed.

Besides, the possibility of organizing within the conference a meeting of trade representatives of Russia in the Baltic Sea region states is considered as well. The purpose would be to coordinate efforts of trade missions with those of subjects of Federation and business circles for the sake of development of business cooperation between Russia and the EU in the Baltic region.

The conference is organized jointly with the third Russian National Round table "Promotion of institutional capacity of organizations, working in cross-border cooperation" that will be held in the frames of BEN and BEN-EAST projects on October, 12.

The conference is organized by the Office of the Presidential Plenipotentiary Envoy to the North-West federal district, Ministry fro Regional Development of the Russian Federation, Nordic Council of Ministers, Government of the Kaliningrad Region, North-West Development and Investment Promotion Agency, Freidrich Ebert Foundation.
